Nevada Voters Signal Appetite for Change

Majority and Plurality Support for Key Proposals



PHOENIX (February 4, 2025)- Nevada voters are showing a strong appetite for institutional reform across multiple sectors, according to recent public opinion polling data from Noble Predictive Insights’ (NPI) latest Nevada Public Opinion Pulse (NVPOP).

 

This NVPOP, conducted from January 14–17, 2025, surveyed 813 registered voters in Nevada, yielding a margin of error of ± 3.44%.

 

As the Silver State’s political landscape continues to evolve, NPI stands out as the only polling firm to cover a myriad of Nevada’s state and bottom-line issues for nearly four years. In the January 2025 NVPOP, Nevada voters are feeling overall supportive of potential changes in the state.

 

Breaking Up the Largest School District in Nevada

Clark County School District is one of the largest in the nation, and many have attempted to break it up over the last few decades. This NVPOP asked Nevada voters whether they would support such a division of CCSD. A 46% plurality of Nevada voters support splitting the district into multiple smaller ones, while 22% oppose a deconsolidation of CCSD and 32% remain undecided.

The groups that would be affected the most are supportive of splitting up CCSD: parents with children under 18 years old (57%) and Clark County residents (49%). Other strong supporters are Republicans (59%), ages 30-44 (57%), and college-educated voters (55%).

 

"Nevadans – particularly the ones directly impacted by a division of CCSD – are saying that bigger isn't always better when it comes to serving their students,” said Mike Noble, NPI Founder & CEO.

 

Boosting Aerospace Research in Nevada: A Lift-off for Innovation 

Nevadans overwhelmingly favor stronger partnerships between federal entities like Nellis Air Force Base and state institutions such as UNLV to advance aerospace research – nearly 7 in 10 support the notion and only 7% oppose it.

"Ideas like this are a slam dunk. Voters everywhere want the government to work and to do unambiguously positive things. So, of course, Nevadans want cooperation between the federal government and state institutions on aerospace – an industry that everyone wants to see succeed," said David Byler, NPI Chief of Research.

 

Mining Expansion: Digging Into a Divisive Issue

Opinions are more mixed on whether Nevada should open more land for mining. A little less than half (46%) are in favor while a quarter are opposed and 29% remain unsure. Proponents of the idea argue that expanding mining operations could bring economic growth and job opportunities, particularly in rural areas. However, environmental concerns and land conservation efforts often fuel opposition.

Support is strongest among Republicans (60%), men (55%), college-educated voters (54%), middle- and higher-income voters (53%), ages 30-44 (53%), and parents of children under 18 years old (52%). Opponents are mainly comprised of Democrats (35%), rural counties (32%) and densities (30%), and ages 18-29 (31%).


Capping Attorney Fees in Civil Cases

A proposal to cap attorney fees at 20% in civil case victories is broadly popular, with about two-thirds of Nevada voters supporting the proposal. Only 13% oppose the idea, and 21% are unsure. However, the measure was blocked by the Nevada Supreme Court after this NVPOP survey exited the field.

 

The latest NVPOP findings paint a picture of a state in transition, where voters are increasingly willing to challenge long-standing institutions in pursuit of better. Nevadans are signaling readiness for substantial change beyond its rightward shift in the 2024 election.

 

"Nevada is in the midst of a shift. People are pouring in. Republicans are gaining ground. The economy is changing. There’s an opportunity – at least on state and local issues, like those polled here – for a little bit of change and experimentation. We’ll see if lawmakers choose to roll the dice," said David Byler, NPI Chief of Research.

Methodology: This poll was conducted as an online opt-in panel survey. The survey was completed by Noble Predictive Insights from January 14–17, 2025 from a Nevada statewide registered voter sample. The sample included 813 registered voters, yielding a ± 3.44% margin of error. The sample demographics were weighted to accurately reflect gender, region, age, party affiliation, ethnicity, and education according to recent voter file data, the Nevada Secretary of State’s Office, and recent Census data.
